A DailyMail.com story says that's Jason Momoa returning as Drogo, but I think they are mistaken. That's probably just one of the actors playing the new Khal that Daenerys encounters.

Khal Drogo could be returning, none of us know at this point. He was burned in a pretty magical fire that hatched the dragon eggs.

Yeah we're going to get an entire season of Dany walking like she already did for 3 seasons. So to spice it up they'll throw in some Khal Drogo visions/dreams

I think Shae is there to torment Tyrion with flashbacks/dreams. God only knows what Drogo is doing there, but if the show really is bringing back dead characters like this, The Fonz could be waxing up his skis.

I don't think they'd be on the same set if they weren't in the same scenes. Maybe I'm wrong.
But, Smirky's family were longtime Targ supporters. I'm not sure why Cersei would be there, though.
