Master of Laws: Ned - If we can bring someone back from the dead. If not, then Selmy
Master of Whisperers: Varys - But only of I know for sure that he thinks I'm who's best for Westeros.
Master of Ships: Stannis - Like you said, he is proven Naval commander.
Lord Commander of the Kingsguard: Rob Stark if I can bring folks back from the dead, if not then Jon Snow
Grand Maester: Aemon Targaryen - He probably has forgotten more than half the Maesters around.
Kingsguard - Selmy, Brienne, Jon - depends on if I can bring folks back from the dead to fill some of the other positions.

Small Council:

Hand: Tywin Lannister. He truly was a great hand at war time. There's a reason he served as Hand multiple times.
Master of Coin: Tyrion Lannister. Littlefinger would probably stab me in the back and I feel like I could better trust Tyrion.
Master of Laws: Ned Stark. Seems like a good fit for him.
Master of Whisperers: Gotta roll with Varys here as well. He is The Spider afterall.
Master of Ships: Stannis "The Mannis" Baratheon. Cause he's a badass. That's all you need to know.
Lord Commander of the Queensguard: Brienne of Tarth. She has it in her to lead and she's one of the most loyal people in Westeros. Also kind of a badass with a sword and is probably the one person who can't be bought.
Grand Maester: Aemon Targaryen. To be followed by Samwell Tarly.
Queensguard: Jaime Lannister
Queensguard: Barristan Selmy

Hand: Tyrion Lannister
Master of Coin: A former member of the board of the Iron Bank
Master of Laws: Ser Barristan
Master of Whisperers: Bran Stark

My experience with teh Hodor threads makes me think no regular contributors are qualified for anything more than making gravy. It's like 50 cersei's who think they are smarter than they are saying stupid things. Or, if you prefer, 50 Pycelle's who aren't just pretending to be idiots.
