No. The story was leaked so they would think the rat problem was already taken care of.

Yes he was. There's a deleted scene where they show a news report and it cites the death of "officer Timothy delahunt"

Even without the deleted scene, Delahunt was not committed to the mob completely, cop or not. The guy didn't want Billy killed and disobeyed orders to kill the rat by withholding the info that Billy was the rat

You're mixed up. The news report was in the movie, and Costello said it was bullshite to throw him off.
In the deleted scene, Delahunt talks about whether or not he could kill a rat: scene.
I guess there's a little ambiguity on why he didn't tell anyone about Billy, but he's also bleeding to death.

I say yes, even though its never really answered... Just like whats in the box that Frank gives Colin after his graduation.
1) Delahunt protected William
2) Why would the news have a picture of Delahunt in a police uniform if he wasn't a cop? Unless he was an ex cop, which Frank would have known about
3) There were 2 rats working for Frank, so it only makes sense that there were 2 within Frank's crew
