Why would it only happen this Winter? And if it's happened before it seems like the Starks would already know these things happen.

The Others haven't been seen in thousands of years and lore can be easily lost in that sort of time span.

At the start of the series Martin's scale was off in a few instances. The Stark family line is supposed to stretch back to the Age of Heroes 5,000 years ago. I don't think any RL families can go further than 1,000 and only a couple can do that. (Japanese Imperial family for instance.)

And the wall is 700 ft tall? 100 would be just as effective and a lot easier to swallow.

It's a fantasy book, bro. He can what he wants. Maybe the damn thing needed to be 700 feet high for some reason. I mean, shite dragons could've been huge and or been able to melt the wall if it was smaller. I don't know. Maybe some other reason.

But it seems like they would have come that far south before the wall was built and the Starks were around. Why no mention of them rising then?

I can see it being lost knowledge over time but it just seems like something that big would be remembered.

Well obviously there would need to be some magic for the dead Starks to rise.

My thought would be that when the Wall was built by Brandon and sealed with magic by the CotF, there was an additional fail-safe built in the spell that if The Wall was ever brought down, it would trigger the Starks to rise as a last line of defense.

Just thinking this out as we go since Leezard only threw this out this morning
