You can't open the envelope you select.
Basically the envelope is saved until you are evicted.
Then it is opened...if there is a round trip ticket in the envelope...you go back into the house.

There are 11 envelopes in the room. One has whats called a round trip and if the houseguest that has this envelope is evicted they go right back into the house
All envelopes must remain sealed until they are opened on stage with Julie Chen. Each houseguest that enters the room is allowed one but opening your envelope before voids it and tampering with another's subjects you to a penalty.

He's in the room now reading instructions. Apparently, there are multiple sealed envelopes he can choose from but only one has the "round trip ticket," which allows one to re-enter the game after being evicted.
