How come every generation they visited had a young Biff character in it except for 1985?

because they hardly spent any time in 1985 except 1985A. Obviously there is a younger Biff character that is Griff's parent but we just don't ever see them on screen.

The mother of Biff's kid has custody and probably left Hill Valley because he was an a-hole who wasn't paying child support. At some point Biff's kid moves back. This is because his mom is insane as evidenced by the fact that she had a kid with Biff.
