Sometimes, but mostly not. You could say he was a victim of circumstance / society, but he was intelligent enough to take full responsibility for his criminal, disgusting behavior.

I felt a bit sympathetic for him when he returns to his parents' home after being released and they don't allow him to stay.

You think so? I almost threw up at that scene. shite was disgusting. Even thinking about it now gives me the fricking heebeejeebees.

To the OP: frick no I don't feel bad for the guy. He was a piece of shite sociopath. As a metaphor for the degradation of society, he was quite effective. The fact that he was rather violently "rehabilitated" shows the irony of British society condemning the ultraviolence of that particular generation. The fact that he reverts shows the hopelessness of any return to "civilized Britain," which phrase may, in and of itself, be ironic (or oxymoronic).

Some film critic pointed out that the violence Alex and his droogs perform is super-stylized, which kind of distances you from it. There are odd camera angles with the cat lady, the fact he performs "Singing in the Rain" during the rape scene.
But when violence happens to Alex, it's very gritty and realistic.
