Edit: Found it. I bet if you did this over only the last 8-10 seasons, Randy's words per episode would go up big time.. you know, cuz this chart would be the perfect place for Randy to show up

That Chef number doesn't seem right. I know he used to talk a good bit, but he hasn't been on the show at all in what seems like over a decade.

You kind of answered your own question. He had a good bit of dialog early on but after 10+ years of zero dialog people like stan, kyle, cartman getting the lions share reduces his number big time.

It is a per show average. So shows Chef didn't appear in won't impact the number. In the episodes he's appeared in he has 2.8% of the dialogue and not 2.8% of the entire dialogue for all episodes total.
