Youth basketball rule question

Was at a 7th grade basketball game today. Player from team A tried to pass to another player. He missed it and ball was obviously going out of bounds. Coach from team A calls timeout before it touches out of bounds and ref allows it. Is this legit?

Sounds not legit.

ETA: I have no idea about basketball rules, I like to yell at refs.

I'm hoping you are right.,refs seem pretty clueless on some other calls.

You cant call a TO on a loose ball. If the refs interprets that a team still had possession, it is just a judgement call

No... a coach cannot call timeout when his team does not have the ball.
