Bc from 1981 until 2001 NASCAR was almost always on ESPN which is of course is on cable. People from Lousiana for the most part can't afford cable

And most of Tennessee doesn't even have indoor plumbing.

Even if a large 1 mile or 1 1/2 mile track was built in La, there are no open weekends in the NASCAR schedule to bring in a race.

sadly there are other tracks sort of in a "waiting list" just to get one race. Iowa,Montreal and a redone ROCK to name a few.

My guess is because we don't have a track and there's a lot more water activities down here.

Hey now. I did the Richard Petty experience and I encourage everyone to at least try it. It'll give you a greater appreciation of the sport. It's incredibly hard to turn at that speed. The fastest I got that car up to was 130 mph just because I couldn't control it at any greater speed. (For all those tough guys saying that's slow, try it.) It's incredibly hard to turn at that speed.
