More than regular radio in my experience.

Domestic violence, kidney health, old people charity lunches, etc.

Because PSAs are free and nobody is buying airtime from 10pm-7am.

Also national sport radio air PSAs because the local affiliates usually run local paid commercials over them.

Some networks have a 5 minute break with 2 minutes of national paid commercials then 3 minutes of local paid commercials from the affiliates. If the local affiliate has no paid local commercials then the national network will air 3 minutes of PSAs instead.

They get the national broadcasts off satellite or online. The local breaks have PSAs in them for if the spots are not sold. Every now and then you'll hear a local spot and when you switch back you'll catch the end of the PSA.
