Could that have been called a safety, giving the Steelers two points and a 17-16 lead and forcing the Bengals to kick off?

If he wasn't down by contact, one of his own players would have tackled him and covered him.

what amazed me is it wasn't flagged as an excessive celebration or delay of game

Could have been a delay of game or unsportsmanlike conduct. Or should have been. Safety was not an option.

When he ran into the tunnel, they could have and maybe should have flagged him for that.
