John Cooper's Ohio State teams were notorious for being beyond loaded with talent and somehow blowing it every year, mostly against Michigan. It's amazing that he didn't win a national title between 1995-1998 with the players he had on that roster.

#2- John Elway's Denver Broncos teams (until Terrell Davis showed up those last 2 years)
