I swear women get worse as they get older. I've seen HS girls basketball games that were more impressive skills wise than a lot of college teams I've seen.
This happens in long distance running as well. Many HS girls track and xc teams use girls from the middle school and many of the middle school girls end up being some of the best runners and their times will be worse by the time they're a HS upperclassman

Top world women runners are generally going to be mid 20s, but you are right on an individual level. A lot of girls are better before they physically develop. Biologically I think it has to do with how the body changes for child bearing.
