The fine only applies if you chuck the ball into the crowd. If you hand to someone there isn't a fine.

I think the league's rationale is that they don't want folks getting their asses kicked leaving the stadium, over a ball.

So this fine started as 5,000, then 5,250 then 5,512

The fine is for people that throw the ball. The NFL wants to prevent unsuspecting fans from getting hit in the face by a ball thrown by an NFL athlete.
