This isn't a new rule. It's been that way since the forward pass became legal.

There needs to be a distinction, but this isn't a guy laying out for the ball. He had total control and dived, it's a ridiculous rule.

I've seen lots of incomplete passes that didn't hit the ground, so that's false.

The only reason the ball was in his left hand is because he switched hands to make the stretch which is a football move. Especially considering he took three steps.
He could have just held it against his chest with his right hand but he wanted the TD right then.

Yep under those circumstances a reciever is essentially punished for making a football move. Which is clearly insane.
