Billy Joe (either one)
Hobert was 4-8 for 2038yds with a 50.3% comp and 13 tds with 14 ints.
Tolliver was 2-9 for 3343 yds with a 53.3% comp and 15 tds with 20 ints.

Worst- McNabb.. some played worst, but none ever were a bigger letdown. Plus he played in the most embarrassing loss ever for me, getting destroyed by Vick and the Eagles on a Monday night, after a bye week, with a .500 record. The season was done after that game.
It's gotten to the point where if Washington signs a veteran free agent, you can bet your next paycheck that he's washed up.

My only issue with putting either Billy Joe on the list was that Mike Ditka/Danny Abramowicz might have been the most incompetent offensive braintrust in the history of the NFL.
Kerry Collins took an expansion team to the NFC Championship game 2 years before he came to New Orleans and made it to the Super Bowl 2 years after he left New Orleans, and he was 2-5 with 4 TDs and 10 INTs with the same team as the Billy Joes when they still had a chance to be a playoff team late in 1998.
The Billy Joes and Wuerffel were 4-5 with the exact same team with 14 TDs and 9 INTs
I think the Billy Joes get automatically get put to the top of the list because it's funny that the same team had two below average QBs named Billy Joe at the same time.

Oilers/Titans
Best: I reluctantly go with George Blanda over Moon and McNair
Worst: As painful as it is for me to admit it, Archie Manning

Best: Drew Brees
Worst: Heath Shuler
i don't think his record as a Saints starter was the worst you'll find but I'd guess that those wins were not due to his play.
he was terrible.
the Saints defense wasn't all that terrible back then. That was when Zaven Yaralian was the D Coordinator.
the offense was just so horrible so it wasn't like Hobert or Wuerffel were that big of an upgrade but Shuler was Mr. Automatic with the interceptions.

Jets are interesting.
Namath is overrated but he has to be the undisputed #1.
And don't say Sanchez is the worst. He's not even in the same area code as Browning Nagle and Glenn Foley, and that's just off the top of my head.

Just to be a completist
Chiefs: Len Dawson/Brodie Croyle
Bills: Jim Kelly/Dennis Shaw
Ravens: Joe Flacco/Kyle Boller
Jaguars: Mark Brunell/Blaine Gabbert
Rams: Norm Van Brocklin (Kurt Warner modern era)/Joe Namath with no more knees
Patriots: Tom Brady/Joe Kapp

Best: Aaron Rodgers
Worst: Some random guy from the 70s or 80s
There have been basically two starters my whole time as a fan, both of which were great. I'm not going to bother looking at the stats of some shitty QBs that played before my time to determine who is the worst. I'd say most anyone between Starr and Favre are candidates

Elway obviously did more in a Broncos uniform but Manning is unquestionably the better QB.

Maybe as A colt....What Elway did at Denver is unmatched by Manning no matter where Manning played... #'s don't mean shite to me.. Manning doesn't take those 80's Broncos teams to the Sb's....

Ryan Leaf was the worst QB in Dallas history.
Not even close.

I can't go there with ya.. I saw the 2002 Carolina come back in person.
80 yard to Joey Galloway and 20 yarder to Rook Antonio Bryant in final 5 minutes.
14-13
can't be the worst
