Seattle got burned (in part) b/c OKC was so desperate. Cities in general shouldn't do these sweetheart deals, but as long as someone is willing to do it, the owners can threaten relocation.
Relocating the Dolphins would be ridiculous. I can see the city paying some small portion of upgrades, but it is really bad timing to ask for it now with the stench emanating from the recent Marlins deal.
