What was the ultimate decision is his not coaching at Tulane? Was it his decision or the school's?

It was his, his doctors told him he shouldn't coach any longer. However, I'm not so sure he wouldn't have retired or been asked by Tulane to retire.

I heard that Tulane officials finally got tired of being embarrassed by Jones continuing to put an athletic sock in his uniform crotch. Guess he still felt the need to assert his "manhood".

The rumors were he could stay as long as he wanted for what he did to save Tulane athletics after Katrina.
The transfer rules killed Tulane, that used to be their recruiting bread and butter. He also singed some good classes but lost damn near all of them to the draft.
