Why couldn't you have a switch on the drivers panel that when it is "on" it completes the circuit to the electromagnet in the frame.

Switching it "off" breaks that circuit, and the electromagnet is no longer magnetized.

And if you had a three pronged rocker you could wire something else so that when the magnet circuit was off, the other circuit was on.

What am I missing here? I'm a liberal arts major.

at least one of the cautions yesterday was a water bottle caution

Every water bottle should be somehow identified to a driver and they get a penalty if it is their bottle that turns out to be the debris.

It's a rigged system to create more TV time which means more Ad dollars.
