NFL Spring Passing League

I think we have all seen the results of less practice time in Week 1; The league and its rules cater to QBs but there are 8 guys (rivers, rodgers, brady, brees, stafford, wilson, ryan, big ben, luck) that are actually good.

With increased emphasis on youth flag football and safety, and youth passing leagues, why doesn't the NFL have a spring passing league as a quasi developmental league for the back half of the 90 man roster?

This could serve the NFL like summer league serves the NBA; it gives fringe guys more chances at development, while giving young and inexperienced coaches coaching experiences. QBs will get a chance to develop too, and because it will not be a full padded league, injuries will be lesser.

I would propose that teams get two additional practice squad slots for OL and DL because they would not be featured in this league.

This could replace the proposal for a 18 game regular season with spring games that develop players and coaches, while bringing in profit for the league

NFL is about making money. They are making good money. quasi d league would probably be a money loser. They have no concern about developing players.
