Legally throwing the ball out of bounds

Every year we see the defense make a great play and win a down just to see the QB get outside and throw it away.
Today with the offense at such an advantage in college football would it be a viable solution to implement a spot foul with no loss of down?
I realize you're putting the QB in more danger by forcing him to try and make a play and maybe that's enough of a reason to allow them to throw it away without repercussion.

I don't know that it bothers me nearly as much as a DB/S committing the obvious PI when they got burnt on defense to prevent the TD. I can at least say with a QB throwing the ball away that it usually takes a QB getting out of the grasp of the sack or his line preventing pressure but his receivers are covered, negating any progress on a down.

You're right about the PI conundrum. You see the pros and cons between watching the NFL and college. It's a philosophical discussion. For me I see the defense at a disadvantage already so I don't mind the 15 years penalty

I think there should be no intentional grounding. It shouldn't be a penalty to try to avoid being injured/concussed as a quarterback

Then you'd like to eliminate virtually any loss of yardage outside the rare TFL on a run play.

I agree. I've always hated that QBs could see easily just toss the ball out of bounds to avoid a sack/loss. Like really, this dude just ran back 15 yards but gets to avoid any negative by getting rid of the ball?
I think a fair rule would be to implement where there always has to be a receiver in the area of where the QB is throwing or its IG.

I'd like it to be a penalty if it's not at least a half-hearted pass attempt.
I'd also like to see PI be a spot foul and a punter/kicker flopping be a personal foul call.
