No, but the NFL should bring back some sort of developmental league in the spring. There are plenty of cities that would support it and the NFL has its own network to broadcast games.

but yet arena football teams are falling by the wayside despite having fewer players than "outdoor" teams, with two arena games on tv every week, in nice, climate controlled NBA and NHL arenas
an NFL developmental league won't help the core product enough to make up for the financial losses

Put it in cities such as Shreveport, Memphis, Birmingham, Orlando, etc and you will have 30-35K at every game. Play an 8 game schedule in the months of April and May and 2 round playoff in June. NFL Europa failed because it was in Europe. Less fan support, higher cost of living, more travel expense, higher stadium rent.
