Think about it... If the offense is in trouble on the last play and they have no hope of scoring, should they be rewarded with another play if they then commit a penalty? Teams would purposely commit fouls to extend the game.

That would be bullshite if it were true. You shouldn't be able to blatantly hold a player during the last play and get away with it.
