How does the defense get a delay of game?

WVU just got called for a delay of game while they were on defense. How is this possible? I may have had 1 or 7 old fashioneds.

I’ve only seen it when offense is running hurry up to try and score late in a game and they like lay on the downed player to keep the clock running or kick the ball away to make it take longer to get the ball down for the next play

If they cover the ball, or stay on top of a pile, or intentionally slow the offense from getting back to the line of scrimmage in any way like that..

Or if they pck up a dead ball and run all the way down the field with it
