Gameclock replay rule loophole that needs to be addressed

Boise st - Colorado state game.
Boise has the ball, running the clock out. 4th and 1. Game clock running, down to :38 seconds when the officials stop play to review previous play. Play clock is at 4 seconds. Boise would've had to snap the ball at :35 seconds at the latest.
Officials review the play, announce the play stands. The game clock is reset to :45 seconds for some reason. The play clock is reset to 25 seconds. Clock starts on ready to play signal, Boise lets the clock run down to :20 seconds before calling a timeout.
Colorado st stopped them on 4th down, got the ball back with :15 seconds left. They also lost :15 seconds due to the review and resetting the play clock, so they really should've gotten the ball back with :30 seconds left.
Colorado st went on to lose. Those extra seconds may or may not have made a difference in the outcome of this game. But the rules currently make a situation possible for this to be a really big deal.
