Game Clock Should Stop After Pre-Snap Penalty

Even if the game clock is running prior to a pre-snap penalty, I think it should stop after the penalty. Watching this Ravens-Broncos game, it has really stood out to me. There have been 7 pre-snap penalties (midway through 2nd quarter); the game clock was running before 5 of them. Every time, the offensive team has taken the play clock all the way down both pre- and post-penalty. That's 80 seconds apiece x 5 penalties = >6 minutes of game time with 0 plays.

You could make an exception for when the game clock is less than, say, 5 minutes in the 4th quarter, to prevent the losing team from using penalties to stop the clock. But otherwise I think the game clock should stop after such penalties. 40 seconds is enough runoff per play; 80 seconds is excessive.
