Anyone care to take a stab at why the law was written in the first place?

Those of us who have any concept of risk management understand that it is there to protect the Royals.

If someone goes into the fountain and gets injured or worse, then the Royals would be on the hook for millions if this policy weren't in place. If the cops just "look the other way" when this guy jumps in, then those actions expose the Royals to liability.

if they guy would have slipped and been hurt, then everyone would have asked why did security let him in ..

Who cares? Any reasonable person would not jump in a fountain for an Adam Dunn ball. It's ADAM DUNN and number 400.

Bonds record breaker maybe. I'm no lawyer, but at that point wouldn't the ball be the property of MLB since that was a forbidden area?

Exactly.

So many are quick to blame the cops, the ball park, the law itself but fall short of seeing the culture of blame that has shifted so far away from personal responsiblity in this country has created situations like this.

Sadly, the old saying "Stupid is as stupid does" is rapidly becoming irrelevant and replaced by the less catchy "Profitable is as stupid does"
