That's not how it works. USL tried to change it's name when they do not have that ability. Plus, they tried to make themselves the flagship university of a system that has no flagship.
Not all ULL fans I know have an inferiority complex. They have softball and baseball programs to be extremely proud of. The football team is NEVER going to be anything more than a mid-major program.
But damn, there are some, like the Ragin Pagin crowd, that have a serious inferiority complex. I've never seen a fanbase so worried about a damn name, and wanting to cut off the name of the damn city they are in.
Personally, I think the "Acadiana University" name, or "University of Acadiana" would be pretty awesome. You want to reflect your alumni and student body best, that works.
Let's face it, they don't represent Louisiana any more than the rest of the UL system does.

Does Cal represent the entire state of California? What about the University of Ohio? Yeah I'm sure they're flagships of their system, so don't make that counter argument. But a name of a school does not mean it represents a state.
As far as when can a public University change its name...I don't know what to tell you. It was changed legally. If it weren't legal at the time, why wasn't it blocked immediately? The law came in effect after we changed it.

Cal is a bad example. They may go by Cal, but it is the University of California at Berkley.
Ohio University is the flagship of it's system, and the oldest university in that state, and one of the oldesr in the country. I believe it has a claim to being the university of that state. It is not a regional university.
Every other university within their systems shares that name. The difference in Cal's case is they don't attempt to overshadow everyone else. They are the original campus, but they are not a flagship, especially not when UCLA is also very large.
All this being said, ULL is not Cal. The name "Cal" is synonymous with Cal-Berkley. "Louisiana", or even "LA", is a state, not a university.
If they want the nickname to be the "Louisiana Ragin Cajuns", fine (they are still just the Ragin Cajuns to me). But the university will always and forever more be the University of Louisiana at Lafayette.
For what it's worth, I think the baseball program is really good, and part of me actually enjoys keeping up with all the baseball teams in the state. I think there is a good chance to have 3 teams making a run for Omaha, and three others have the potential to make regionals.

i agree with this
it would be a better look for the school to go all in on embracing lafayette/acadiana. cajun is cool across the country right now, why not embrace it?

The real reasons that Lafayette is superior to BR wouldn't get anyone banned:
1)Lafayette invests in infrastructure...heavily. BR barely invests at all. Infrastructure makes places nice to live in. For all of the 80% republicans in Lafayette, it is quite the mecca with Lafayette utilities, Lafayette fiber outpacing their private sector counterparts. They build roads. Key thoroughfares are 4 lane (ahem, BR).
2)The dining scene blows BR to bits.
3)The blending cajun culture with the oil money that began the 50s, made the place a nice place to live.
If there is to be a U of La, then the U must be worthy of that designation academically - top 150 at least. ULL isn't even in the current top 215 (or whatever Tier 1 is called). It's not their fault; they have never been funded to be the U of La. They also need a sound endowment...also not their fault, as endowments across the state are well below where they need to be.
