So the NFL is claiming to be better at investigating crimes than law enforcement and more inept at deciding if charges should be brought than a DA. Got it.

Easily, by the rules of the CBA that the NFLPA ratified. Just like an employer in the private sector can release or suspend you from employment without charges.

Besides that is not the core of the issue, regarding Elliott's actual involvement. Those photos don't show that.

Not necessarily. There are technologies and techniques that law enforcement don't use due to cost issues or questions about the method being 100% accurate. Again, if the time stamping method can say that more than likely the time is accurate then it is good enough for the NFL's standards whereas a criminal charge requires the time to be proved beyond reasonable doubt.

I have been listening to DFW local sports about this.......they say there is way more than has been released and he may have beat her alot more than once!

There is absolutely no justifiable reason for the NFL to be involved in investigating crimes in the first place. People were outraged that the NFL wasn't harder on Ray Rice. Why weren't they outraged that the Atlantic City police weren't harder on Ray Rice? Why is the first thing people think when an NFL athlete gets in trouble is "omg i wonder what the NFL is going to do?"
When employees at Home Depot or Chase Bank get accused of crimes is the first thing that comes to mind "wow I wonder how the lumber division of home depot on the corner of Main and 1st street is going to punish this employee who hasn't even been convicted of a crime?"
