Can someone explain how Capps' pitching delivery is legal?

Once he starts his movement he is deliberate to the plate. I could see the MLB making a rule change about the "hop" after this season.

I doubt any pitcher's foot is going to be still touching the rubber when they release the ball.

Bugs the hell out of me when I think about it, but I don't think he'll throw a perfect game against the Mets in a World Series Game 7, so I can sleep at night I guess.

Looking at the replay, I don't think his foot actually left the ground before release.

I think they need to make an amendment to the rule about the distance you can drag your toe off the rubber.

I saw him pitch at Zephyr Field earlier in the season. He's hopping off the rubber. Should be illegal.

I think they are arguing he commits and it's all technically part of the delivery?

I dunno, it's odd.

That being said, that's Okijima level dangerous for a comebacker.

He plants that back foot again and pushes off at least a foot closer to the plate.

Not legal.

I might would give it to him if he didn't push off after the hop.

Yeah.. He hops forward off the mound and then it's like he goes into his delivery again.. It's not truly one motion. Seems shady because by the time he is delivering the ball he's near the grass.. He's cut in so much distance from the rubber to the plate

It is legal. MLB looked at his delivery and ruled it legal.

Then again, I am sure the MSB knows more.
