Wiring money from one account to a suspended account?

I have a cousin who owes me money. He has a business and keeps telling me he will pay me back when he receives a wire transfer for a company he is doing work for. They supposedly tried transfering it last week to his account with no avail. He found out today his account has been suspended for 2 weeks now for being to long in the negative. According to him the bank would only accept cash, cashier's check or check. Does anyone know if that is correct? It just doesn't seem plausible that a bank wouldn't accept instant cash like a wire.
