If owners and lessees of the affected vehicles prefer, they can wait to see whether modifications are approved to bring their cars into compliance with emissions regulations.
The chances of that happening vary with the vehicle, and are probably close to zero for the 325,000 vehicles without a Selective Catalytic Reduction (urea injection) after-treatment system fitted.
Those vehicles include all 2009-2014 Volkswagen models except the 2012-2014 Passat TDI, and the 2009-2013 Audi TDI.
he Passat TDIs and all 2015 models from VW and Audi may be fixable with modifications to their SCR systems, but the effects on performance and fuel economy are not known at this time—and won't be until any such fixes are approved by the EPA and CARB.
The modifications, which would be free, would include extended warranty terms and "lemon law" protections in states that have them.
If modifications are not approved for specific vehicles, owners can still choose to take the buyback.
It is likely that such an approval process will take considerable time, as the agencies are likely to be very, very scrupulous in inspecting the operation of the modified engines under all possible real-world circumstances.

I'm in the affected class, and I'm eagerly awaiting the settlement claims. I'm getting an average of 45 mpg per tank, mixed city/rural driving. I want to know how the fix will impact my MPG before I agree to it.

I have that Audi Q7 TDI but it's leased so I may get a little bit. I have great mental anguish over what it's doing to the environment.

2012 TDI. I can't complain at all, but I'm ready to know exactly how and when this is going to happen. I'm not doing any fix. I'll take the buyback and cash though. Just socks because I drive 70 miles a day for work and don't know of anything that will get that mileage that I actually want to drive.

I'm ready to know what the fix is. We really like our Passat but if it kills the mpg then we are most likely going with the buyback

Pardon my ignorance... my mother has a 2014 beetle. The car has been giving her some trouble. We were about to trade it in. Do you have to submit any paperwork to the dealer on order to participate in the settlement? Or how does that work exactly? Any ideas? Thanks.

The fix will be very easy to unfix. If you like your car let them reprogram it, take the cash, and them buy a tuner from KERMA TDI, you will get better power and MPG than you do now and in most cases be rid of Ad-blue forever on the newer models.

Agree--I manually compute my average mileage per tank, and I get 42 with mostly city driving, 45-48+ when it's mixed or mostly distance/interstate driving. I can handle a small dip in average MPG with the fix. AdBlue costs $8 for a 2.5 gallon container, which lasts at least 10K miles at present factory chip settings.
Right now, I'm keeping the car (2015), opting for the upgrade plus the cash. If VW can fix it quickly, I'll see how the mileage goes, post-fix. As long as it stays above 35-38 in the city, I'm a happy camper. I'll be a REALLY happy camper if VW hands me a check for $10K.
