RD Loan Question

Folks I am currently buying my first home using a USDA rural development loan......I am wondering if the lender has to choose the appraisal. My mortgage agent made it seem like that is the case, but I am getting some different info from another person. Who is right?

The lender must use their designated appraisal management company to order the appraisal. No one can choose the specific appraiser.
This is a recent change with the RD lenders of late. Up until maybe last month, you could still pick your appraiser.
