I am looking into refinancing going from 4.75 to 3.5 on a thirty year loan. My loan officer is worried about the appraisal coming in low and negatively affecting my loan to value ratio.

Is there a website I can look up what homes have recently sold for in my neighborhood?

This. Not 100% accurate but good enough to give you an idea.

This just happend to a family member. They were going to drop their interest rate and lower their payment by $200, but their appraisal came back very low due to some foreclosures in their neighborhood.

This was no where near accurate.

We recently had a brand new home that sat for three years sale at Sherrifs auction, so that worries me. Also one of the developers does not list his homes on the MLS, so i'm not sure what he actually sales them for.

I don't want to waste $450 on an appraisal if it isn't going to be worth it.

Don't look at the zestimate. Look at the "recently sold" homes nearby. It will give you good information on price/sq ft, which you can use to ballpark an estimate on your house.

I'm guessing these aren't showing on Zillow. IIRC, zillow only shows MLS listings and sales.
