Is the high usage on a CC (on a credit report) the highest total

ever reached or the highest total at the time the monthly cut off occurred?

In other words, if you had a CC with a 10k limit, charged 8k but paid it before the monthly cut off, would your credit report still showed you reached 8k of usage?

The number shown on the report is the number reported by the CC issuer on the day they send the info to the bureau, so it's whatever number it was on the report day.

Yeah it's a horrible metric if you reliably pay off your CC monthly.
