Investment options: S&P 500 vs DWCPF

Many US workers including myself have part of our retirement plan invested in the national Thrift Savings Plan.
Investment options are limited to a series of funds that enables employees to alter their investment strategy.
In each of the last 3 years, the C Fund (which mirrors the S&P 500) has outperformed the S Fund (which mirrors the Dow Jones Total Stock Market US Completion Index).
Does the Money Board foresee the S Fund being a stronger performer in the coming year?
