How to focus advertising to a specific area/region?

Anyone have any experience with advertising?
I'm setting up an online guitar school for side income, and I know of some untapped markets. Indonesia for example has developed a big interest in fingerstyle guitar and there's not much out there to provide them with lessons.
Is it possible for me to advertise to somewhere specific like Jakarta only using online resources? How would I go about doing that? I imagine Facebook would be an option.

Google Adwords allows you to target campaigns on geographic regions. You can geo target with facebook also.
