House appraisal. All utilities turned on?

We are selling our house and the buyers appraiser said they need all utilities on. This doesn't sound right. The electricity is on but we got all the other utilities turned off since we aren't in the house.
I've never heard of an appraiser needing to test the water.
Anybody heard of this?

Is the person completing a home inspection with the appraisal? When I sold my house, I had to have all utilities on whenever the buyer's home inspector came out

Appraiser doesn't need that. Only inspector.

I am looking at a HUD home and when discussing it with my mortgage broker yesterday, she told me that the utilities needed to be on for the appraisal. I don't understand why it is, but this lines up with what you were told.

The gas wasn't on when buying our house, in fact it was off for so long the meter was taken out. Our inspector wouldn't sign off until he could test the gas lines/appliances. It took almost a month for the seller to get a meter put in and the gas restored. We threatened to walk out of frustration and were able to renegotiated for them to cover more of the closing cost and all of the inspector costs.

What other utilities would they need
Only two critical would be power/water.
And like others said, the appraiser doesn't need any of them, the home inspector the buyer contracts would.

Depends on the loan type they are doing. However, most types require the appraiser to ensure all appliances are in working order. So, if you have a gas stove that'll need to be checked since it is technically part of the home and therefore the sales price.

all utilities have to be turned on its a rule the banks have on appraisals that way we know everything is working. an appraisal isn't a home inspection, but there are certain things the banks want to see in working order and utilities are one of them
