Health Insurance Deadline - Switching Jobs

Wasn't sure if i should post this here or O-T.
May be taking a new job over the next couple of weeks and was looking for information regarding Health Insurance. I know there was a 2/15 deadline that just passed for new enrollment. Will I be eligible to enroll in new insurance or is my only option to remain on previous(on COBRA or something like that)? I may get the response - ask your HR - well there is not much organization in this company and no official HR person.

Life changing event, you can enroll in your new companies benefits - if you are using Obamacare changing jobs really doesn't matter..

New company is a newer tech company that doesn't offer full insurance yet but I was offered a stipend to pay for my own policy. Would that still qualify?

Should - new job is the qualifier not what insurance you have, anything should be cheaper than COBRA
