I have family in BR that got a foot of water in their home. They are fine, but I just learned that they do not have flood insurance. What are their options? Does regular home owners insurance cover anything?

I think there is a thread that is discussing this topic now. Rising water is only covered by flood insurance. Your family's best bet is to hope that the Louisiana area affected by the flood is declared a disaster area. That may open up the door for grants and low interest loans.

They could also burn their house down. I'm not advocating for this option , though.

No matter what happens, they will be at a severe financial loss. Even if FEMA lends a helping hand, it will be pennies. They may get a low interest loan though, but that money will have to be paid back.

Their only hope for regular homeowners insurance is if something broke such as a roof or a window and water came in that way. And even then, it won't be much and it will be a fight.

They need to put in an application with FEMA immediately and go from there.

On the news the Governor said that the max that is available for assistance is $33,000 for people with no flood insurance through FEMA

That's for grants. In addition, they will be eligible for low-interest loans for any remaining needs.
