DLBS - Need advice

I have this stock on my watch list after seeing it recommended on a financial show last weekend. I have not bought many individual stocks and am not sure I understand this one. I am thinking that the price goes up when the long term bond yield goes up and down when it goes down, but I may have it backwards. My question is if the 30 year goes form 2.2% today to 2.5% by end of year, will this ETF go up. TIA for insight and advice.

False "The level of the index is designed to increase in response to a decrease in long dated Treasury bond yields and to decrease in response to an increase in long dated Treasury bond yields." Looks like it is inversely related. This is according to Seeking Alpha so take it with a grain of salt.
