Rates are very low presently but may increase over time. If the money invested is qualified money such as an IRA and the CD is purchased at a commercial bank, the CD owner is not locked into the term or the rate of the CD. Think Money Market account. If rates increase, you can move into a higher rate CD with no penalty. Just remember that the CD must be with a commercial bank and not through a brokerage firm.
