529 Plans - which one do you use?

I live in a state that does not give you a break on taxes, so I have 529's at American Funds via the state of Virginia. The expenses are fairly high though. For those in a similar tax situation, which plan did you enroll and what was the deciding factor?

I'm in your situation and went with Utah's UESP program. It has some of the lowest expense ratios and a pretty good selection of funds, including several Vanguard funds.

I use Utah. No tax benefit in the TN plan.
