quote:The American Protective Association, a nativist anti-Catholic organization, peaked in 1894 at 500,000 memebers, and they engaged in seeking political power and to displace urban Democratic machines. The APA railed about the Popish Plots--Their growth can be seen as a presage to militant nationalism and a shift of hostilities to Southern Europeans, for example, the New Orleans lynching of 11 Italians, which precipitated an international incident in 1891. Same year, Republicans lead the drive for immigration restriction, establishing federal control, building reception center at Ellis Island. Antiradicalism became a cornerstone of nativism. Many believed that immigrants brought European radicalism with them to America, and they especially blamed the newcomers for fomenting the labor unrest that characterized much of the period. The role immigrants played in the communist, socialist, and anarchist movements also helped convince many Americans that unless the country restricted immigration, radicals from abroad might soon dominate the United States. In 1894 the Immigration Restriction League was formed in Boston. Race Thinking: two veins of thought--1. a nationalistic political/literary version of the inner vitality of one’s culture, rather than the menace of another (the Volk theory); 2. the Naturalist physiologically based racial science, e.g. the exploitation of Darwin to label inferiority as explanation for lack of success. The connection began in the 1880s when Anglo-Saxon nativism correlated with anti-Radical nativism against labor/social upheavals; in the 20th c. the emphasis transformed from radical foreigners to radical foreign races. Two sides to the coin of racial nationalism: 1. the domestic--fear and anger with the foreigner within 2. international--the “white man’s burden” to civilize (conquer) the uncivilized. The opposition comes from the Progressives--optimistic and believers in environmental conditioning rather than racial determinism. To meet progressive’s arguments more effectively, Anglo Saxon nativists turned to new scientific backing, e.g. Mendel’s scientific heredity, Galton’s eugenics. Eventually the most important contribution of an anthropological pseudo-scientific typology by Madison Grant, who touted the fear of race suicide and a crude theory of racial pollution. Grant made RACE the supreme value. Chinese exclusion.: The first laws enacted to restrict immigration affected only Asians. Congress prohibited immigration from China for ten years starting in 1882 and banned it permanently in 1902. President Theodore Roosevelt concluded a "gentle man's agreement" with Japan in 1907 that excluded immigrants from that country.
