I think he meant the following:
1. Tickets sold for NRG outside of LSU and BYU, that's what there are trying to figure out how to "exchange", since those will not flow thru the universities.
2. The targeted-4pm tomorrow ticket sales are outside of the university allotments and, I'm guessing, the NRG-sold tickets that aren't exchanged or offered for priority to those buyers.
I believe the LSU allotment will start flowing through the priorities Alleva announced around the same time.

Just buy a ticket at the dome before kickoff. You're likely to find an equal to better deal. Game won't sell out.

BYUFAN is their public sale code on BYUTickets.com under Advocare Kickoff. Tickets go on sale at 10:30 MST tomorrow morning so 11:30 our time on their website.

Ok so do you guys think it is better to call Ticketmaster to buy the pre sale tickets or just purchase them online using the correct code??? The reason I am asking is because I have tried to call them all day today and have not had any luck getting in touch with anyone.
