After Bama's first play in overtime, where they use a creative formation, get the ball to the 2 yard line. A late hit penalty by a Bama lineman, after the play was dead, results in a 15 yard penalty, moving the ball back to the 17. Why is this not 1st and goal from the 17, instead of 1st and 10. Now they can make another first down, and they do, prior to scoring their touchdown. Not that it matters, but just curious.

Because the new down and distance was not established yet.

Manure.

Does that ruling say where to start the penalty from? If the 'new' not established line does not exist then the penalty starts where? From the spot of the dead ball penalty? They had gained a first down. Fact. They gave them first down not from the origin of the play but from where they had gotten the first down, thus establishing the new line and distance.

It was a late hit, after the play.

Because the NCAA rule changed several years back. It used to be, as you insinuate that the down and distance was set after the dead ball foul was enforced. In that scenario it would be 1st and goal. The change states the down and distance will always be 1st and 10 after the enforcment of a dead ball foul. I am thinking its been ten years or so but don't ask me to look through that many rule books.
