With the rugby style punt where the punter runs a few steps before punting, I have a question.

When does the punter become a runner? If he starts running, can't you run into him while trying to block a punt? After all he could be trying a fake punt. Has anyone seen this?

Don't rough him, just tackle.

That's a good question. It would have to be a judgement call by the ref to call a penalty or not.

In the AZ State game Hester (I think) nails the shite out of the punter, but he obviously didn't get the kick off before the hit, so, no roughing.

Kind of looks like a Billy Kilmer pass

I am not sure he is out there on punts routinely-but TT on the left side trying to block that crap was a nice touch-never got one, but gave the "punter" a little extra to worry about.

if the punter kicks the ball at any point behind the LOS then roughing the kicker could be called...you have to hit him before regardless if he is a 'runner' He is a runner if he crosses the LOS...
that was what I was told when I kicked...

A player becomes a kicker as soon as the ball touches the player's foot. No protection is afford before this point.

As long as he has the football you may tackle him. If you hit him though, and do not get a piece of the football, it is considered roughing the kicker.

Roughing the punter or running into the kicker is a penalty that only protects the kicker while he is in the act of kicking and in a defenseless position. You can only contact him if the ball touches the ground, you hit the ball before you hit him or he passes the line of scrimmage. It doesn't matter if he runs all over the behind the line of scrimmage.
