Rooker batting 2nd. Why?

Generally in baseball, the best hitter bats 4th. MSU has Rooker batting 2nd and I'm wondering why.
Personally, I think the best hitter should bat in the 3 spot to ensure they get an at bat in the first inning.

I don't get this at all. No matter where Rooker hits he's not getting good pitches to hit plain and simple. You can put him in the three hole and have those same two guys behind him

Most complete hitter has always been 3 hole hitter when I was growing up. Recently the analytics have changed that to where teams are starting to put their best hitter at 2. Kris Bryant batting second for the Cubs for instance. Also helps when you have two other talented guys to bat behind you.

If he has a decent guy behind he may be less likely to get intentionally walked is all

Wrong. Best hitter is generally in the 3 hole. Rooker is batting second so they get him to the plate as many times as possible tonight.
