You can resell tickets. It depends upon the state how much more you can resell them for before it being illegal I believe.
How do you know how much he is selling the tickets for? Did you make an inquiry?

Also, if he is in fact crippled.. He could use that disability as a means for asking for specific "donations." Then willingly give you some tickets for your generosity.

I agree with arresting the repetitive scalpers, but I think crippling them is going too far.

I've gotten great seats below face from the guys once or twice. I've also gotten a great price and then ended up making money before game time. Haha
